In some cases, such as a VMware VM set up for EFI, grub takes forever to load the kernel and initrd over TFTP and sits with a black screen for a long time. Here the client is sending read requests for the file, but it isn't receiving a response. Open up Wireshark and see if anything’s happening, and be patient. Below is an example of the data captured from a PXE client when a TFTP Open time-out occurs. But that's the step we're getting stuck at because the app and device do not appear to see one another. We can run wireshark and see the bootp request packets from the MT arrive at my laptop and all, just no reply from the app.
